White Hall Township Annual Board Meeting

April 10, 2017

The Annual Meeting of the White Hall Township Library met Monday, April 10, 2017 with Jessica Henry, Pamela Painter, Mary Frances Tunison, Ellen Legg, Dawn Ballard and librarian Penny Eilers present. Catherine Williams arrived later.

President Henry called the meeting to order at 5:55 p.m.

The minutes were approved as read.

Treasure Pamela Painter presented the End of the Year Summary as follows: 4/1/16 beginning balance of $19,017.13, Income $50,047.04, Expenses $48,034.57, Checkbook balance on 3/31/17 of $21,029.85, CD's $135,117.25 total assets $156,147.10. The report will be filed for audit.

Librarian's Report was reviewed (see attached report). The total library use was 8,123.

New Business:

Jessica Henry made a motion to give the librarian a 3% salary increase and keep the other employees salaries at the same rate, motion passed.

Pamela Painter made a motion to approve the 2017-2018 proposed budget with the addition of wages including the librarians 3% wage increase and taxes, motion passes.

A motion was made by Catherine Williams for 2016-2017 officers as follows: President Jessica Henry, Vice President Mary Frances Tunison, Treasure Pamela Painter and Secretary Dawn Ballard, motion passed.

White Hall Township Library Monthly Board Meeting

April 10, 2017

The monthly meeting of the White Hall Township Library met Monday, April 10 with Jessica Henry, Mary Frances Tunison, Pamela Painter, Dawn Ballard and librarian Penny Eilers present. Ellen Legg arrived later.

President Henry called the meeting to order at 5:17 p.m.

Treasure Painter reported: balance on 2/28/17 was $24,991.04 with an ending balance on 3/31/17 of $21,029.85. The report will be filed for audit.

Librarian Eilers reported: circulation for March was 903, spent $12.81, received $132.60. A small group for toddlers and moms as started. See attached list for all March programs.

May the Fourth Be with You event is scheduled for 5/4/17 at Greene Gables.

Old Business:

Penny reported that the library did not receive the Live and Learn grant.

New Business:

The possibility of forming a partnership with the North Greene school district was discussed.

The next meeting is May 8, 2017 at 5:15 p.m.

White Hall Township Library Board Monthly Meeting

March 13, 2017

The monthly meeting of the White Hall Township Library met Monday, March 13 with Pamela Painter, Patricia Taylor, Mary Frances Tunison, Dawn Ballard and librarian Penny Eilers present.

Vice President Tunison called the meeting to order at 5:17 p.m.

The minutes were approved as read.

Treasures Reports for the months of January and February due to no Quorum for the meeting in February. The balance on 12/31/16 was $29,122.16 with an ending balance on 2/28/17 of $24,991.04.  The report will be filed for audit.

Librarian Report: Circulation for the February was 708 compared to 655 in 2016. Librarian Eilers is taking thirty books to White Hall Nursing and Rehab for residents to use every other week. She reported on the Youth Services Conference.

Old Business:

The Friend's of the Library is having a mother/son fund raiser called May the 4th Be With You", at Greene Gables on 5/4/17. Tickets are $20 for mother/son and $5 for each additional son.

Pam made a motion to use the Goben Memorial funds to implement the plans presented by the Children's Section Committee, motion passed.

New Business:

Dawn made a motion to pay the Illinois Library Association fee of $85.00, motion passed.

Pam made a motion to continue with Direct Energy for another year, motion passed.

The Annual Meeting of the White Hall Township Library with be held April 10, 2017 at 5:15 p.m. followed by the monthly meeting.

White Hall Township Monthly Board Meeting

January 9th, 2017

 

The monthly meeting of the White Hall Township Library met Monday, January 9th with Jessica Henry, Catherine Williams, Pam Painter, Dawn Ballard and librarian Penny Eilers present.

 

President Henry called the meeting to order at 5:15 p.m.

The minutes were approved as corrected.

 

Treasure’s Report: balance on 11/3/16 was $30,045.43 with an ending balance on 12/31/16 of $29,102.19.

Librarian’s Report: circulation for November was 747 compared to 601 last year. The two adult programs held in December were essential Oils and the Adult Book Club. 

Juvenile programs included Lego Club, Head Start, Christmas Story Time, and two paint classes.

 

Old Business

 

The new printer has been installed.

The State of Illionis Library Certification for 2017 has been completed.

Jessica made a motion to accept the presented Live and Learn Grant Application completed by Benton and Associates, motion passed.

Librarian Eilers reported that a $1,000 grant was received from Stanley Frech Foundation for business books and workshops.

 

New Business:

 

The Friends of the Library Chocolate Fest planning meeting is 1/11/17 at 7:00 p.m.

Jessica made a motion to hire Lora Steele to work part time with a 60 day trial period, motion passed.

Librarian Eilers reported a $500 donation was received.

The next meeting is February 13, 2017 at 5:15 p.m.

December 12, 2016

 

The monthly meeting of the White Hall Township Library met Monday, December 12 with Jessica Henry, Pat Taylor, Pam Painter, Mary Frances Tunison, Ellen Legg, Dawn Ballard and librarian Penny Eilers present.

President Henry called the meeting to order at 5:45 p.m.

The minutes were approved as read.

Treasure’s Report: balance on 10/31/16 was $34,110.15 with an ending balance on 11/30/16 of $30,045.43.

Librarian’s Report: circulation for November was 718 compared to 711 last year. Fines and fees collected $52.25, spent $23.19.

Old Business

The Christmas tree fundraiser brought in $280.00. After expenses the amount raised was $244.00.

It was felt that the Christmas Open House was a success and plan to hold in the future in conjunction with Christmas in the Park.

Ellen made a motion to allow the Benton and Associates engineer to decide if the Live and Learn grant should be submitted for repair of library windows or tuck pointing and soffit repair, motion passed.

Pam made a motion to accept the Resolution for Travel policy, motion passed.

Pam made a motion to lease a Sharp printer from Williams Office Products, motion passed.

New Business:

The Friend’s of the Library Chocolate Fest is scheduled for 12/12/16.

Penny reported that the Interlibrary Loan Report has been submitted. The library sent out 1,336 books and requested 1,341 books.

Pat made a motion to cover expenses for Penny Eilers librarian to attend the Illinois Youth Services Institute Conference held 3/10/16-03/11/16 in Springfield, IL, motion passed.

Ellen made a motion to give the librarian a $100 Christmas bonus and part time employees a $50 Christmas bonus.

White Hall Township Library Monthly Board Meeting

 

November 14, 2016

 

The monthly meeting of the White Hall Township Library met Monday, November 14, with Jessica Henry, Mary Frances Tunison, Pam Painter, Pat Taylor, Catherine Williams, Dawn Ballard and Librarian Penny Eilers present.  Catherine Williams served as temporary Secretary.

 

The meeting was called to order at 5:15 p.m.

 

The minutes were approved as read; however, an error was identified after the Treasurer’s Report was read requiring a revision to the minutes to change “balance on 09/30/16 of $19,336.00” to read “balance on 09/30/16 of $27,853.87.”

 

Treasurer’s Report:  Balance on 09/30/16 was $27,853.87, expenditures $5,032.35, deposits $11,288.63, with an ending balance on 10/31/16 of $34,110.15.

 

Librarian’s Report:  Circulation for October 1,003 compared to 869 last year. 

 

Old Business:

 

Completed and approved the Per Capita Grant content.

 

New Business:

 

The library will sponsor Christmas Trees in the park during Christmas in the Park on Saturday, November 26.  A $10 entry fee will be charged for each tree entered.

 

The library Christmas Open House will be held during Christmas in the Park from 10 a.m. until noon.  Board members will bring refreshments for the open house.

 

Penny Eilers presented a proposal from Williams Office Supply in Alton, Illinois to lease a networked printer/copier to replace existing printers.  The cost would be approximately $1,200 for a one-year period.  The board will table the decision until the next meeting when Penny will provide additional information regarding installation costs and contract requirements.

 

The Travel Expense Control Act was reviewed and recommendations made for revisions to the maximum trip expenditure amount.  The board will review the changes at the December 12, 2016 meeting.  Approval for compliance is required by January 1, 2017.

Bob Moulton explained and answered questions about the libraries insurance coverage. 

 

The minutes were approved as read.

Treasure's Report: Balance on 8/31/16 was $8,517.87, expenditures of $3,336.17 with and ending balance on 9/30/16 of $19,336.00. The report will be filed for audit.

 

Librarian's Report: Circulation for September was 878 compared to 869 last year. Fines and fees collected $61.70, spent $23.49. The Lego Club, Bedtime stories and Adult Writing Clubs have resumed..

 

Old Business:

 

Stanley French Grant update.  Plan to focus on small businesses.  The grant would be used to pride workshops and purchase materials/resources.

 

Benton and Associates are working on the Live and Learn Grant that is due to be submitted by 1/13/17.

 

Plan to review Per Capita Grant requirements at the next meeting.

 

New Business:

 

Have applied for the Illinois State Fund so the library will able to apply for grants

President Henry called the meeting to order at 5:15 p.m.

Carol Brown provided information and forms to be completed to run for  White Hall Township Library Trustee. 

The minutes were approved as corrected.

Treasure's Report: Balance on 6/30/16 was $15,483.38, expenditures of $6,965.51 with and ending balance on 8/31/16 of $8,517.87. The report will be filed for audit.

Librarian's Report: Circulation for August was 898 compared to 791 last year. Fines and fees collected $177.50, spent $142.38. Penny will not be attending the Conference in October.

Old Business:

The book sale during Greene County Days raised $114.00.

Plan to ask Bob Moulton to come to a meeting to explain/review the libraries insurance coverage.

Motion made by Jessica Henry to have Benton and Associates apply for the Live and Learn Grant for tuck pointing, soffits and repair of capstone, motion passed.

Plan to look into applying for the Stanly Frech grant.

Penny handed out the Illinois State Library FY 2016-2017 Requirements for Illinois Public Library Per Capita and Equalizations Grants, to be reviewed before the next meeting.

The monthly meeting of the White Hall Township Library met Monday, August 8, 2016 with Jessica Henry, Pat Taylor, Cathy Williams, Mary Frances Tunison, Dawn Ballard and librarian Penny Eilers present. Ellen Legg arrived later.

The Treasure's Report was not available.

Librarian's Report: Circulation for July was 994 compared to 1027 last year. Fines and fees collected $75.40, spent $16.08. A computer program will be offerred every Thursday in September.

Old Business:

One hundred and fifty one dollars that was left over from the summer reading program budget will be spent on books.

New Business:

Approval was given to pay the $200 fee for Penny to attend the IL Library Association Annual Conference held in Rosemont, IL on 10/18 - 10/20.

Dawn made a motion to pay the SHARE fee of $1,500 and the E-read fee of $375.18 for FY17.

The next meeding is September 12, 2016 at 5:15 p.m.

The montly meeting of the White Hall Township Library met Monday, July 11, 2016 with members Jessica Henry, Pam Painter, Pat Taylor, Mary Frances Tunison, Ellen Legg, Dawn Ballard and librarian Penny Eilers present.

The meeting was called to order by President Henry at 5:15 p.m.

The minutes were approved as read.

Treasure's Report: balance on 5/31/16 $12,369.55 with an ending balance of $15,508.38 on 6/30/16. The report will be filed for audit.

Librarian's Report: Circulation for June was 1,106 compared to 1,056 last year. Fines and fees collected $89.16, spent $66.78. See attached report for June library programs. Highlights were the Adult Writing Program, Cooking School for Kids and the Summer Reading program.

Old Business:

Jessica made a motion that Penny may use the remaining money that was budgeted for the summer reading program to puchase books that relate to the programs theme, motion passed.

Penny reported she contacted the number on the copier and the company is no longer in business. She obtained prices for copier supplies from Wade and Dowland. Daren Virgin is to hook up the printer to the computers.

New Business:

Ellen made a motion that Southside Hardware be paid for the new air conditioner that was installed on the east window of the library, motion passed.

Jessica made a motion to obtain prices for cork to fix the board on the east side of the library entrance, motion passed.

June 20, 2016

The special meeting of the White Hall Township Library met Monday, June 20 with Jessica Henry, Pam Painter, Mary Frances Tunison, Pat Taylor, Cathy Williams, Dawn Ballard and librarian Penny Eilers present.

The meeting was called to order by President Henry at 5:15pm.

The minutes were approved as read.

Pam Painter made a motion to put the remaining balance of the CD ($15,030.02) in a CD that will mature in 7 months (7 month special) at 1.10% motion passed.

The monthly meeting of the White Hall Township Library met Monday, June 13 with Jessica Henry, Pam Painter, Mary Frances Tunison, Cathy Williams, Dawn Ballard and librarian Penny Eilers present. Ellen Legg arrived later.

The meeting was called to order by President Henry at 5:15 p.m.

Treasure's Report: beginning balance on 3/31/16 was $19,017.38 with and ending balance of $12,369.35 on 5/31/16. The report will be filed for audit.

Librarian's Report: circulation for May was 754 compared to 805 last year. Fines and fees collected $92.30, spent $15.77. Program highlights included Container Planting, Master Gardner, DIY Cleaning, Mother's Day Craft and Kid's Gardening.

Old Business:

The Friends of the Library annual pie sale raised $730.00.

Penny reported the theme for the summer reading program is Read for the Win. It will be held 6/20, 6/27, 7/11 and 7/18. It will target birth-8th grade. On the final day Mad Science of St. Louis will perform.

New Business

Cathy made a motion to have Penny call the number on the donated copier and request that the   company come and set up the copier, motion passed.

Dawn made a motion to deposit in the checking account  $5,500 dollars of the CD that has come due with the remaining amount put back in a CD, motion passed.

Jessica made a motion to keep the Non Resident fee at $27.00 for FY 17, motion passed.

The next meeting is Monday, July 11, 2016 at 5:15 p.m.

The monthly meeting of the White Hall Township Library met Monday, April 11 with Jessica Henry, Pam Painter, Ellen Legg, Dawn Ballard and librarian Penny Eilers present. Mary Frances Tunison arrived later.

The meeting was called to order at 5:17 p.m. by President Henry.

The minutes were approved as corrected.

Treasure's Report: beginning balance on 2/29/16, $25,940.31 with an ending balance on 3/31/16 of $19,017.38. The report will be filed for audit.

Penny presented the Librarian's Report. Circulation for March was 784 compared to 845 last year. Fines and fees collected $63.70, spent $26.48. Programs for the month included Easter, Art, Lego Club, Catch Kids, STEAM Club and Adult Sewing.

Old Business:

A motion was made by Pam that approved the final payment to Benton and Associates and Lakeside Roofing, motion passed.

Penny reported that notice has been received that the library will receive the Per Capita Grant.

Benton and Associates has completed and submitted the Live and Learn Grant.

A motion was made by Pam to preapprove spending $300 to obtain materials for the outside library sign.

The Direct Energy contract with be renewed.

The Annual Meeting of the White Hall Township Library met Monday, April 11, with Jessica Henry, Pam Painter, Ellen Legg, Mary Frances Tunison, Dawn Ballard and librarian Penny Eilers present.

President Henry called the meeting to order at 6:00 p.m.

The minutes were approved as read.

Pam Painter read the Financial End of Year Summary, Expenditures $81,641.67, Receipts $80,905.79, Investments $140,530.02, Total Worth $159.547.40. The report will be filed for audit.

The Librarian's Report was presented, see attached.

New Business:

Pam made a motion to keep the current officers, President Jessica Henry, Vice President Mary Frances Tunison, Treasure Pam Painter and Secretary Dawn Ballard, motion passed.

Ellen made a motion to give a .25  hour wage increase to  the Library Assistant and Library Aid One, effective 4/1/16, motion passed.

Jessica made a motion to give the Librarian a 5% pay increase effective 4/1/16, motion passed.

Jessica made a motion to accept the 2016-2017 Budget, motion passed.
